I’ve done a bit of shipping via LTL, several truckloads a year for my old business, mostly bound media. I never had any complaints from the shipping carriers or any problems related to the way the items were packaged or wrapped. Mostly, we used 12.25x18.25, 11.25x17.25, 10x14, etc sizes related to trade media sizes. We always stacked the boxes so they overlapped and almost always used stretch film. If we did strap it with steel it was because we top stacked it with another skid.
I suppose they might be stating that if you don’t ship with them often, don’t have a loading dock, originating from a residential address, nature of items, destination point, etc I’d ask for specific reasons, if they won’t take it they should be able to give you an explanation as to why.
